Six flats could be built on a car park that was sold by Greenwich Council last year as part of its “fire sale” of properties.
The three-storey block is planned for Torrance Close, in Charlton Village, on a site which netted £410,000 at auction in December last year. Fencing went up around the 18-space car park soon after it was sold.
Greenwich Council sold the car park along with one in Plumstead as part of a £33 million programme of cuts approved nearly two years ago. Another car park, at Old Dover Road in Blackheath, fetched £1.1 million at another auction on Thursday.
Hundreds of residents signed petitions against the sales while Matt Hartley, the Conservative leader at the time, branded the strategy “short-sighted” and “a fire sale”.
Oakmere Estates, based in Bury St Edmonds, plans to build the flats on a compact site wedged between homes and the listed boundary wall of Charlton Park. The design is said to reflect that of the neighbouring houses.

The fate of the car park in Old Dover Road is not yet known, but the buyer of the Plumstead car park has chosen to keep it in operation. A second car park at Torrance Close was withdrawn from sale during the auction last year and remains in use.
